Call this method on a server-side ParaRestClient.
All REST methods can throw ParaRestError for non-success HTTP responses and ParaRestValidationError for invalid local arguments. Use ParaRestCallOptions for idempotency and cancellation.
Behavior
The resume call continues the same transfer. It does not accept a new recipient or amount. A later step of the transfer can require another review. If the transfer has no pending review, Para returns its current record unchanged. This method supports sponsored transfers only. Other transaction IDs return404.
